New rules for the carriage of baggage and hand luggage have come into force in Russia. New rules for transporting hand luggage and baggage on an airplane in Russia and abroad: general and specific rules for carriage of various airlines Air baggage transportation

02.09.2017 , 03:40 1269

In September, amendments to the Air Code will come into force, which will give airlines the right to charge money for baggage transportation services as part of non-refundable tariffs. But for a ticket that can be returned, the norm is free transportation There will be 10 kilograms of luggage left.

Passengers will need to carefully look at the conditions under which they enter into a contract of carriage with the airline, that is, buy a ticket, after the amendments to the Air Code come into force.

It is possible that it will be possible to transport luggage weighing more than 10 kilograms from major carriers on a number of tickets. Especially those who are members of international aviation alliances. There the limit is set by airlines from different countries, having agreed among themselves.

In addition, passengers traveling as a family have the right to combine their baggage allowance. For example, a family of three will be able to take one suitcase for three, but weighing 30 kilograms.

But for the greater weight of the suitcase you will have to pay as for oversized cargo, the Ministry of Transport clarified. As for airlines that carry passengers on non-refundable tickets, you will have to pay for any luggage.

And if the passenger decides to take it after purchasing a baggage-free ticket, then it is worth paying for the luggage transportation service through the carrier’s website. This can cost half as much as paying for it before the flight itself when checking in for the flight.

Passengers who purchased tickets before the new requirements of the Air Code came into force (that is, before September 29, 2017), even at the end of this year, have the right to take luggage according to the old rules, because they have already concluded a contract of carriage, experts remind.

Those who buy air tickets before September 29 will be able to take luggage with them on the flight according to the old rules

New rules for transportation hand luggage The Ministry of Transport has not yet approved it.

According to the ministry's forecasts, the cost of tickets without luggage will be 15-20 percent cheaper than the price of a flight with a suitcase. And they will be in demand among at least a quarter of passengers who fly short distances. This is how many people flew without luggage before the introduction new normal Air Code. Now, perhaps, there will be more such passengers.

But we must take into account if the passenger decides to buy additional service for the transportation of a suitcase, then in case of non-flight, according to the new requirements of the Air Code, the money for luggage services must be returned to him.

And you can get money for the airline ticket itself if the trip was canceled due to illness of the passenger. And he has a sick leave certificate or an extract from a medical institution in his hands, writes Rossiyskaya Gazeta.

All baggage carried by the passenger, including hand luggage, as well as items carried in excess established norm free carriage and no charge must be presented at check-in for the flight, which is due to flight safety requirements.

The passenger's baggage, which the airline accepts for transportation under its responsibility for its safety, is marked with a baggage tag and is transported in the baggage compartment of the aircraft, is called checked baggage.

Dear passengers, please note that the free baggage and hand luggage allowances depend on the class of service. If hand luggage exceeds the established standards in terms of number of pieces (for flights numbered SU 6001-6999), weight or the sum of three dimensions, the passenger must check in hand luggage as checked baggage.

If, as a result, the free baggage allowance indicated on the ticket is exceeded, an additional payment must be made in accordance with the excess baggage rates.

At the boarding gate, passengers' hand luggage is additionally checked for compliance with size and weight standards using special measuring instruments, as well as for the number of seats (for flights numbered SU 6001-6999).

To make the flight as comfortable as possible for you and other passengers, we recommend taking light and compact hand luggage and carrying only the most necessary items. This is especially true during the winter season when many people travel with winter coats and a lot of luggage.

To place things in passenger compartment There is a luggage rack and a special place under the seat of the chair in front. On board the aircraft, please follow the instructions of the crew regarding placing large hand luggage (close in size to the maximum baggage allowance) on the overhead bins, and smaller pieces of hand luggage under the seat in front. Please note that the use of underseat space in row seats emergency exits during takeoff and landing of the aircraft is not allowed.

In order to comply with security requirements, hand luggage that does not exceed the baggage allowance established by the carrier, if it is not possible to place it in the passenger cabin, may be transferred by airline personnel to the luggage compartment for transportation as baggage without charging an additional fee.

Air travel is the fastest, most convenient and reliable way of travel and transportation, allowing a passenger and his luggage to move from one place to another in just a few hours, despite the great distance of these places from each other. However, the specific nature of air travel allows the transportation of people only to those airlines and airports that fully comply with generally accepted international standards of safety measures.

In order for the passenger to be given boarding pass, he must strictly comply with the strictest flight rules, which also include the carriage of baggage on board the aircraft. This is done for the general safety of all passengers and the aircraft.

The presented rules are mandatory for all passengers, regardless of the purpose, nature of the trip or the prestige of the cabin class in which you are flying.

In other words, this is a complex of organizational issues aimed at ensuring comfort and speed of flight. And baggage transportation is one of the most important organizational issues, which must be treated especially responsibly in order to eliminate the occurrence of possible problems.

Airplane baggage allowance for 2019

As for the transportation of baggage, it is worth immediately noting the following: the rules providing for this process do not have a single global standard, so there are variations of them, which are influenced by a number of factors.

First- the country you are flying to, since each state has its own rules and standards. For example, when going to Dubai, under no circumstances should you carry with you (not only in your luggage, but also in your hand luggage and in your pockets) objects and literature of a religious nature that are not related to Islam.

Second— Baggage allowance is affected by the choice of airline. In addition, the class of ticket purchased (e.g., economy or business class) and the type of aircraft affect your baggage allowance.

In order to avoid unnecessary complications and problems when checking in baggage, it is necessary to clarify all of the above points during the process of purchasing tickets. If you have non-standard luggage, you should find out the rules for its transportation in advance.

The first thing you need to do is find out which items and things that you want to take with you can be transported by plane, and which are prohibited.

However, despite differences in some baggage rules, all airlines have general rules for baggage transportation, used all over the world.

General baggage allowances on board the aircraft

1 - first you need to make sure that the suitcases or bags that you will check into separate places are in good condition and integrity (the absence of various kinds of cuts and cracks) in order to prevent damage to the items in them and adjacent luggage during their transportation.

To be safe, you can wrap your luggage yourself in cellophane film. The same procedure can be performed directly at the airport for a small fee. We recommend doing this! By doing this, you will definitely not stain or tear your suitcase or bag.

2 - each airline has its own rules that set the weight and size of checked baggage and unchecked (carry-on) baggage. If you exceed any of the parameters, you will have to pay extra.

3 - you should remember the list of things that are strictly prohibited from being carried on board the aircraft. Neither in checked luggage nor in hand luggage!

What not to pack in your luggage and hand luggage

  • Caustic and corrosive. These include: all types of alkalis, acids; mercury and devices containing it; rechargeable batteries with liquid cells;

  • All types and types of gases: flammable and non-flammable, compressed, liquefied, poisonous;

  • Objects, solids and liquids that have the ability to ignite, which include: matches, lighters and liquids for refilling them; solvents, paints and other paints and varnishes; substances capable of spontaneous combustion or which emit any gases upon contact with water, as well as other substances and objects prone to combustion;

  • Substances that tend to oxidize, such as peroxides and bleach powder;

  • Any types of explosives, items and products made from them, as well as weapons: pistols, shotguns, machine guns and other types of small arms, firearms and ammunition, including empty cartridges and detonators; fireworks, flares and similar products;

  • Radioactive substances and objects emitting radiation;

  • Toxic, poisonous and infectious substances, which include: herbicides, pesticides, insecticides; laboratory materials and samples containing live viruses; subjects of etiology;

  • Suitcases and briefcases equipped with alarm devices.
  • precious metals;
  • jewelry;
  • securities;
  • money;
  • keys;
  • glasses;
  • fragile things;
  • perishable products.

Leave them at home or take them with you in your hand luggage!

Total baggage weight and hand luggage

Things and objects permitted for transportation directly in the passenger cabin of the aircraft are called hand luggage, which is often transported in small bags.

Naturally, the purpose of these restrictive measures is to ensure an adequate level of safety for the aircraft and its passengers throughout the entire flight.

For this reason, most airlines prohibit the carriage of such items in hand luggage as:
  • Knives and long scissors (and sometimes even nail scissors);
  • Corkscrews;
  • Knitting needles;
  • Needles for injections, including hypodermic ones, excluding prescribed cases;
  • Razors, blades and other piercing and cutting instruments and objects.
In addition, there are some restrictions on carrying liquids in hand luggage, such as:
  • Shampoo;
  • Gel;
  • Perfume;
  • Spray;
  • Mascara;
  • Cream;
  • Water and soft drinks.

According to the rules, it is allowed to transport the listed liquids and substances in hand luggage only in small quantities (up to 100 ml) and exclusively in sealed packages (more accurate data is provided by the specific airline that provides you with services). Exceptions include baby food and liquid medications that will be consumed during the flight. Exemptions also include liquids and goods purchased in duty-free shops ( "Duty Free").

As for the weight of luggage and hand luggage, certain limits also apply here. For hand luggage, the weight range ranges from 7 to 15 kg for 1 piece. For luggage, the permissible weight is on average 20–30 kg.

There is also a list of items and things that a passenger has the right to carry with him free of charge in the aircraft cabin, even if they exceed the permissible weight limits (20 kg) for unpaid baggage allowance:

  • Briefcase or handbag;
  • Umbrella;
  • Paper folder;
  • Cane;
  • Bouquet of flowers;
  • Crutches and wheelchair for transporting a passenger with limited mobility;
  • Mobile phone;
  • Outerwear and suit in a suitcase;
  • Printed publications for in-flight reading;
  • Video camera and photo camera;
  • Laptop;
  • Baby cradle for transporting a child.

Items from the list are not marked, weighed or presented for registration.
Regarding the transportation of non-standard and oversized items, such as musical instruments, sports equipment and others not included in any of the lists, you must contact airline representatives in advance.

As can be seen from everything written, carrying luggage is a rather complicated process, and in order to avoid problems, it is better to take care in advance to comply with all measures and requirements.

If you have any questions, you can ask them in the comments. Please check the details about your flight and luggage: flight direction, amount of luggage, etc. We, in turn, will try to answer everyone as soon as possible.

Dear passengers, the rules of transportation were written not to limit your rights, but to ensure that your flight is safe. Don't ignore them!

And finally. It should be remembered that it is better to arrive at check-in 2 hours before departure to ensure a good mood and prevent possible difficulties.

So, an exciting journey awaits you. Tickets have already been purchased, thoughts are melting with anticipation of novelty and pleasant pleasures. For thoughts to become reality, you just need to properly prepare for the trip. You need to start by packing the things you will need during your trip.

When packing your suitcase, remember that way back he is always heavier from shopping and gifts. We remind you that everything you take on the road must be divided into two unequal parts:
- hand luggage
– checked luggage

One will be with you in the cabin and is called hand luggage (or cabin baggage, if it will be stored in a special cabinet in the cabin if you wish). You are responsible for its safety yourself.

And the second one will fly with you, but in the luggage compartment of the plane and is called checked baggage. The airline is responsible for the safety of this baggage.

You need to keep in mind that the rules for transporting baggage on an airplane are different for hand luggage and checked baggage. Those. What you can take with you under the guise of checked baggage may be prohibited for transportation in the aircraft cabin. So below are the basic rules for transporting luggage.

HAND BAGGAGE – hand luggage on an airplane can weigh from 5 to 18 kilograms (depending on the requirements of the carrier’s airline, route, fare, ticket). As a rule, hand luggage consists of:

Everyone necessary documents(passports, valuable business papers, credit cards, vouchers, insurance)
-valuable and fragile things (video cameras, laptops, jewelry, glasses, etc.)
- vital medications, baby food
-and the rest depends on your tastes and personal life.

Approximate hand luggage size
For the safety and comfort of passengers, hand luggage should not exceed the permitted dimensions so that it can be stowed under the seat of the aircraft seat. Usually these sizes are 55x40x20 cm.

There are exceptions, for example, the Air Astana company allows business class passengers to carry hand luggage weighing up to 18 kilograms in the aircraft cabin. And at the Lufthansa airline, first and business class passengers are allowed to take two pieces of hand luggage, and for economy class passengers - one. The permissible dimensions of one piece of hand luggage have been increased to 55x40x23, and the weight should not exceed 23 kilograms.

The main thing that should not be forgotten is that any items that pose a danger to others, their simulators and models (these are radioactive, toxic substances, weapons, piercing, cutting and explosive objects) are strictly prohibited in the passenger’s carry-on luggage.

Due to the increasing frequency of terrorist attacks, requirements have been tightened and restrictions have been introduced on liquids, even on toiletries and cosmetics (it is interesting that shaving foam and toothpaste are also classified as liquids). The maximum volume of liquid in any container must not exceed 100 milliliters, and the total amount of liquid per person in hand luggage cannot exceed one liter. In addition, all liquids must be placed in one resealable transparent bag.

And the remaining liquids exceeding this volume will have to be packed in checked baggage, where they will be accepted without any problems. Baby food, medications that may be needed during the flight can be packed in a transparent, non-sealable bag.

Carrying liquids on an airplane
In addition to the free baggage allowance, you can bring alcohol, cigarettes and perfumes purchased at Duty Free, items of clothing, flowers, canes, umbrellas, a folded stroller, a cradle, a book, a laptop (they are not presented at weigh-in).

CHECKED BAGGAGE. We've sorted out the hand luggage, now we'll pack the checked luggage. The norms for carried checked baggage are established according to only two systems:

Limitation (norms) on the number of seats and weight
- weight limit (norms)

In most cases, standards are set for the number of seats. What does it mean? The passenger has the right to carry free of charge:
in business class - two pieces weighing no more than 32 kilograms each
in economy class - one seat, no more than 23 kilograms each

Some companies, in order to attract customers, allow additional pieces of free baggage. For example, on Czech airlines Gold and Elite Plus cardholders are entitled to free transportation of one additional piece of baggage, but weighing no more than 23 kilograms.

What should you keep in mind when packing? The rules for transporting baggage on an airplane state that the weight of baggage cannot be added up! If one suitcase is heavier than the allowable limit, and the other is lighter than the permissible limit, but in total they do not exceed the permitted limit, then you will still have to pay extra for the overweight of the first suitcase. The weight of a suitcase or bag is taken into account when weighing it.

Remember! During transportation, the weight of luggage is not summed up
Weight restrictions (baggage weight allowance) means that a passenger has the right to carry any number of bags free of charge, but their total weight should be equal to or less than the norm for a given route and service class. The current weight limit for a specific route must be found in the ticket or in the fare rules on the airline’s website. For example, at Air Astana, the total weight of baggage and hand luggage is no more than thirty kilograms for business class and twenty kilograms for economy class passengers.

What is the size limit for free baggage allowance? According to safety requirements, the maximum size of one piece of packed luggage is established based on the sum of three dimensions (length, width, height). As a rule, this is 158 cm. There are also exceptions here - for the companies Utair.ru and S7 Airlines, the dimensions of one piece of packed luggage should not exceed 203 centimeters and a weight of 32 kilograms at the comfort class fare.

For wheelchairs, musical instruments, sports equipment that cannot be divided into parts makes an exception.

Absolutely all airlines have a general rule - excess baggage by weight, quantity, dimensions must be paid at the appropriate rates. Each company has its own rates for paying overweight.

Attention! If you pay extra for excess weight, the weight of one piece of checked baggage cannot exceed 50 kg!

In addition to the baggage requirements of carrier airlines, each specific country has a list of things and products that are restricted or prohibited from being imported or exported into the country. For example, you cannot import more than 200 cigarettes into Turkey, and you cannot import gambling equipment into Israel.
